The question of defusing nuclear tension among member states

Issue in Security Council

Nuclear tensions have grown at an alarming rate in 2017. With North Korea conducting a series of missile and nuclear tests to demonstrate the country’s ability to launch missiles beyond its immediate region, new solutions have to be found to avoid a nuclear crisis.

Treaty on the Prohibition of Nuclear Weapons

In July 2017, a treaty was passed with the goal of eliminating nuclear weapons. The treaty prohibits the ‘’the development, testing, production, stockpiling, stationing, transfer, use and threat of use of nuclear weapons, as well as assistance and encouragement to the prohibited activities’’ for those nations that are part of it.

The treaty will only come into effect after 50 member states have ratified the treaty. Up till now, only 3 member states have done so.

The United States, United Kingdom and France “have not taken part in the negotiation of the treaty… and do not intend to sign, ratify or ever become party to it.’’ as they believe it threatens the Non-Proliferation Treaty that, according to them, has been keeping the peace between Europe and Asia for the past decades.

Treaty on the Non-Proliferation of Nuclear Weapons (NPT)

The NPT is an international treaty whose objective is to prevent the spread of nuclear weapons and to further the goal of nuclear disarmament. NPT imposes only an obligation on the 5 recognized nuclear powers to move towards complete nuclear disarmament, however the clause calling for this is formulated very vaguely and there are no clear guidelines that nations can follow to achieve total nuclear disarmament.

Furthermore, the DPRK is not party to the NPT so for tensions arising from the DPRK a different solution will have to be found.

Nuclear-weapon-free zones

Several nuclear-weapon-free zones (NWFZ) exist. In these areas, the use, development or deployment of nuclear weapons are banned.
